Sheila Mwathi

Sheila Mwathi joined Samuel Hall in April 2024 as a Senior Research Assistant within the Data Standards and Analytics Pillar. She holds a Msc in Public Policy and Management from King’s College London and a Bsc in Financial Engineering from Jomo Kenyatta University of Agriculture and Technology.

Prior to joining Samuel Hall, Sheila worked at the Institute of Certified Public Accountants of Kenya (ICPAK) as Public Policy and Research Assistant carrying out research and analyses to provide policy makers with valuable insights on matters related to public finance management, governance, tax reform, revenue mobilization, and fiscal decentralization. In this position, she contributed to the legislative process through developing recommendations for several Bills notably the Finance Bill and the Division of Revenue Bill. She has also worked in resource mobilization and programme management in the fields of food security and climate action.

Her interests lie in promoting social justice and equity and in this regard, she has also conducted policy research on topics related to global health and early childhood education.
