FAO: Toolkit & Global Lessons Learned for the Sustainable Reintegration of Return Migrants in Rural Areas

Samuel Hall conducted a research study for the Food and Agriculture Organization of the United Nations (FAO) to undertake a two-part effort to inform policy and programming on sustainable reintegration in rural areas in the context of COVID-19 pandemic. The two outputs of this collaboration include the present lessons learned report that offers the framework, and the associated Rural Reintegration Toolkit that presents the tools for practitioners to improve policy and programming on sustainable reintegration in rural areas.

The aim of the global lessons learned report is to provide a roadmap for collective action in support of returnees in rural areas and rural communities across a range of development settings. While the toolkit aims to support local stakeholders and actors in agrifood systems to integrate rural returnees into programmes and other initiatives to develop the agrifood sector. It provides resources to design and implement programmes and projects to facilitate the reintegration of returnees in rural areas.

ILO – Road to Jobs: Bringing decent work to rural households in the Northern Provinces of Afghanistan

January 2021

The International Labour Organization (ILO) carried out the Road to Jobs (R2J) project 2015-2020 with the aim to create more and better jobs in two provinces of Northern Afghanistan: Balkh and Samangan. ILO reports that more than 60,000 people have recorded positive changes in their working conditions and/or income and approximately 120,000 beneficiaries from disadvantaged groups have been reached. Around USD 14 million have been generated over five years for poor-income earners and targeted MSMEs.

Samuel Hall was commissioned to conduct the final independent evaluation of R2J and assess its outcomes on market systems and local communities, using a mixed-methods approach and the OECD-DAC criteria to examine the project’s relevance, coherence, effectiveness, efficiency, impact and sustainability in a holistic manner.

UNICEF - Evaluation of the Youth Education Pack Programme in Somalia

January 2017

Based on the requirements of Global Outcome 5, an evaluation of the UNICEF YEP programme has been commissioned by UNICEF to understand lessons that can be learnt from providing informal education in Somalia, both in the terms of delivering relevant skills that can improve the lives of beneficiaries, and the impact a tailored curriculum can have on peace building in Somalia when drivers of conflict are taken into account. The central question of this evaluation is therefore: ‘Has the implementation of YEP in Somalia had an impact on conflict drivers among marginalised youth by reducing reliance on negative coping and strategies and improving access to sustainable livelihoods?’
