IOM: Labour Market Survey in North- West, South-West Regions of Cameroon for the Humanitarian Development Peace Nexus

July 2022

The International Organisation for Migration commissioned Samuel Hall to produce a Labour Market Assessment (LMA) in the North-West and South-West regions of Cameroon, with the financial support of the Government of Japan. The LMA assesses the needs and challenges of the demand-side (employers) and supply-side (employees and job seekers), in addition to labour market intermediaries in the region, in the context of the Anglophone crisis, to ensure that interventions offered to vulnerable persons and returnees effectively create sustainable livelihoods and youth engagement opportunities. It also aims to facilitate wider discussions around conflict-sensitive approaches to NWSW peacebuilding programming, the humanitarian-development-peace nexus (HDPN), social cohesion, and key criteria for durable solutions.

IOM - Development of a Monitoring Toolkit and Review of Good Practices for the Sustainable Reintegration of Child Returnees

August 2021

This study was commissioned in the framework of the EU–IOM Knowledge Management Hub under the “Pilot Action on Voluntary Return and Sustainable, Community-Based Reintegration” project, funded by the European Union and implemented by IOM. The two recognized that while understanding of and evidence around the sustainable reintegration of adults has been growing, the same is not true for children – despite the fact that children are returning, alone or with families, to the very same reintegration contexts. Building on a monitoring approach for adult returnees developed in a 2017 Samuel Hall – IOM research project, this study addresses the information gap around children’s reintegration experiences.

IOM & UNEP – Identifying Climate Adaptive Solutions to Displacement in Somalia

April 2021

This assessment report created by Samuel Hall for IOM, UNEP, and the Directorate for Environment and Climate Change of the Somali Government explores the interactions between climate change, displacement and urbanisation. It answers two key questions in the context of the Somali cities of Baidoa and Kismayo: What factors trigger climate-induced migration? And what adaptive and transformative solutions may contribute to building resilience amid displacement and climate change – at both the community and policy levels?

A mixture of qualitative and quantitative methods was used. Participatory research ensures that the voices of communities, individual households, and vulnerable populations are clearly and distinctly heard throughout the report.

IOM – Mentoring Returnees: Study on Reintegration Outcomes Through a Comparative Lens

November 2020

IOM commissioned Samuel Hall to conduct the comparative study on reintegration outcomes under the umbrella of the project to Operationalise an Integrated Approach to Reintegration (ORION). Conducted across Senegal, Morocco, and Guinea, the project analyses reintegration outcomes over time and how programming type affects these. The study examines in particular the impact of a pilot mentoring approach, which provides closely targeted psychosocial support on a personalised level to returnees. The outcomes of the study overall seek to contribute to the following three outcomes: 1) Develop tools to promote sustainable reintegration, 2) reinforce evidence based programming, 3) strengthen capacities of local stakeholders in countries of origin to support reintegration.

IOM - Community Mapping and Socio-Economic Profiling of Communities of Return in West Africa

August 2019

Samuel Hall was commissioned by IOM under the EUTF-funded joint initiative to conduct a regional assessment of communities of return in 11 West African countries (Burkina Faso, Cameroon, Côte d'Ivoire, The Gambia, Ghana, Guinea, Guinea Bissau, Mali, Mauritania, Nigeria, and Senegal). The Joint Initiative seeks to strengthen the reintegration of returning migrants. Along with a socio-economic assessment of each community, Samuel Hall mapped key stakeholders, their capacities and existing services to support IOM regional offices in developing effective reintegration activities.

This study assesses the economic interactions between migrants and the host community, and identifies concrete innovative ways to support their aspirations to a better life. Three key questions are answered: What drives migration in and through Agadez, and who are the actors involved? What is the economy of migration in the town of Agadez? Finally, what, concretely, can IOM (International Organization for Migration) and other stakeholders do to support both host community members and migrants?

IOM - Assessment of Economic Opportunities Along the Afghan-Tajik Border

March 2016

The purpose of this assignment was to identify the needs and the economic potential in border communities on both sides, and point out initiatives with the potential to be scaled up to the benefit of local residents. The research questions addressed the potential of cross-border markets and possible synergies in cross-border labour market supply and demand. It considered existing initiatives with an eye to avoiding duplication of efforts.

Ongoing policy developments are shaping migration management, and Kenya’s role and strategic location in East Africa highlight political evolutions that continue to structure migration systems in Kenya.
