ADSP Research brief: Durable Solutions Analysis, Jalalabad/Nangarhar

The Asia Displacement Solutions Platform (ADSP) is a joint initiative of the Danish Refugee Council (DRC), the International Rescue Committee (IRC), and the Norwegian Refugee Council (NRC) which works to contribute to the development of comprehensive solutions for displaced populations in Asia. Established in 2017, ADSP focuses on research initiatives to build an evidence base for its members and other humanitarian actors to facilitate joint advocacy and common understanding around durable solutions. Since 2022, Samuel Hall, a research organisation founded and based in Kabul, has been working with ADSP to build on existing data collected by members to create a space for research and advocacy on durable solutions.

The aim of this research brief is to go beyond data mapping on durable solutions to incorporate data sources from ADSP members, Samuel Hall, IOM and OCHA data, within a durable solutions analysis framework developed by the Regional Durable Solutions Secretariat (ReDSS) in the East and Horn of Africa. The research brief focuses on the specific context of Jalalabad and surrounding areas in Nangarhar, which is home to internally displaced persons (IDPs) and returnees,1 especially from Pakistan. Understanding city level data provides ways forward to fill in data gaps in support of durable solutions programming.

DRC/NRC/IRC - Unprepared for (re)integration: Lessons Learned from Afghanistan, Somalia, and Syria on Refugee Returns to Urban Areas

January 2020

This research was designed to support the thinking and planning around (re-)integration by identifying obstacles to preparedness of stakeholders for return and (re-)integration in refugee return settings. The study generates operational learning to enable NGOs, UN agencies, donors, government actors, and displacement-affected communities (DACs) to strengthen (re-) integration programming. It does so by reviewing achievements, challenges, opportunities, and critical success factors required for enhancing preparedness in return settings.

NRC - Going "Home" to Displacement

December 2017

The data presented in this case study is drawn from 2017 research on IDPs’ protection needs carried out by Samuel Hall for the Norwegian Refugee Council (NRC). A large quantitative survey was conducted in Herat, Kabul, Kandahar, Kunduz and Nangarhar provinces, where data was collected in rural, peri-urban and urban areas. Of 2,580 respondents, 1,161 were returnee-IDPs and 1,420 other IDPs. The sample data is neither representative nor random, but combined with focus group discussions with displaced people and other community members, the research captures their narratives, protection needs and experiences.

March 2016

The outcome of this workshop is concrete and operational: a set of possible key objectives and indicators that can help guide NGOs in their work with Afghan refugee youth, as well as facilitate improved donor and host government understanding of key issues. The centrality of better data was voiced by all NGOs present, a priority need in Iran and Pakistan, as well as upon return to Afghanistan, to enable tailored programming that support youth’s potential and are aligned with their aspirations.

Samuel Hall has been commissioned by the Norwegian Refugee Council (NRC) to identify the effects and impact of cash-based programming on protection outcomes in Afghanistan, particularly in relation to ‘Do No Harm’ and minimising risks in terms of protection. This builds on Protection Outcomes In Cash Based Interventions: A Literature Review produced by DRC in January 2015 and which draws a number of conclusions on the impacts of CBIs on protection issues and recommends areas of further research.
